## API Key Design
- Format: `prefix_base62(32bytes)` e.g. `sk_live_AbCdEf...`
- Store: hashed (SHA-256) in DB, never plaintext
- Headers: `X-Api-Key: sk_live_...` or `Authorization: ApiKey sk_live_...`
- Rotation: support concurrent old+new key for grace period
- Scopes: bind key to specific permissions at creation time
